It looks very in line with the galls produced by aloes when they have eriophyid mite infestations. I haven’t seen it on any mesembs, but I would t be surprised if they can affect the family too.

For me ik looked like a bunch of very little offsprings. I just removed them with a smal cutting knive. Hopefully this will solve the problem.
