Last week I repotted an Alocasia in mineral substrate in a new terracotto pot. Now the top layer of the substrate is white and fuzzy as well as the outside of the pot? Is this mold? Can this even be mold without organic substrate? I am so confused.

Looks like it. You can water the plant heavily, pull it, clean it off with a light dish soap solution, soak the pot in 1/4 ammonia solution for 5-10 minutes, and repot. Should be fine.
