The ‘sister’ Hebe could be getting extra water from the run-off of the pots above it, because the struggling Hebe looks burnt from water deficiency, could be way wrong of course.
Hebes do well from a hard prune and your one should regenerate, but I would delay the hard prune until mid spring of next year.

Nothing. It’s just dead. I doubt the Hebe knows. Compost it so it can live on through others. Say a prayer. Perhaps make it into an ornaments.
