How to install a strata-friendly patio lawn over concrete tiles?

Hello!
I may be a fool for even thinking this is possible, but here goes. We are closing on a new condo purchase. The (ground floor) condo has a massive patio with concrete tiles. Our life revolves around our pets, and we want to have some sort of green space/lawn for them to enjoy and to help keep temps down during the blistering summers.

We haven’t spoken to strata yet, but we’re not expecting them to approve us removing some tiles to install a lawn in-ground, so we’re trying to come up with other ideas for when they ultimately reject our proposal lol.

The idea that makes the most sense to us right now is installing a shallow bed on one side of the patio (6” high or so?), lining the bottom with waterproof liner, maybe brick? Or rocks? And then soil and grass. We’re also open to doing a moss bed or clover bed rather than grass, just something soft and green carpet-y. Our main concern with this is drainage and possible damage to the tiles, although I expect those to be inexpensive to replace if/when we eventually sell the place.

We have considered turf, but our patio is south facing so the inevitable hot plastic and hot dog pee smell aren’t very appealing. We’d much rather do some form of live greenery.

Beautiful mock-up attached. Does anyone have any ideas? Is this even possible? TIA!
