It’s dying. The black part is rot and it’s spread throughout the base. Toss it. I can see from the image why this probably happened as well. It’s not the correct soil medium, cacti prefer a super gritty mix for health and drainage, and this is from over watering. I recommend using a terracotta pot next time, they typically have large drainage holes and the clay pots absorb excess water the plant doesn’t want or need. Also I’ve never lost a cactus to too small of a pot but have to one being too large. And adequate light is essential, they need at least 8-10 of bright direct sunlight daily to thrive
