Is this tree dying? Root bulb too covered?


A developer came in, demolished an old house, and put two McMansions in its place. This beautiful old pine tree got to stay, thank goodness, but I’m afraid it’s dying. I can’t get a good picture of the top of the tree, but it looks a lot more sparse than it used to, and there’s a lot more red/brown pine needles too. It doesn’t look healthy.

I couldn’t get good pictures of the top, but what do you think about the base? I don’t know what that fuzzy white stuff is, but I feel concerned. Should I tell the developer that the tree needs help? I’m afraid it’s going to get brittle and hit my house eventually, but it’s also a beautiful older pine tree that I love to see out my front window. Any advice is super appreciated!
