Is my cactus just feeling the effects of the extreme Phoenix summer heat? The first photo is from April, the second is today. It lives outside and gets a lot of sun during the mornings until midday. Ive put in some extra dirt between the sides of the pot and the plant as it has dried but aside from that all i do is lightly water once every 2-3 weeks maybe even less at times. Will it come alive as temps lower?

You need to water more. A deep soak. When outside and very hot weather cactus need more watering to maintain plumpness. That is as long as the roots are ok.
The metal can probably isn’t helping with the heat.
This guy is thirsty AF.
During summer you probably want to be watering this guy once a week, with heavy soaking. As long as you drilled holes in the bottom of that can and the soil mix is good, rot won’t be an issue in Phoenix.
