Help! Do I chop it down? Notching?

I had this beauty since 2019. I didn’t know at the time how to care for her and it didn’t get much light. I have since moved her. Should I just chop her down? Notch? She is about 9 ft tall. If I do chop where? Has notching been successful for you and how do I do it? 😩
