Levelling sloped garden

Hi

I am looking to level my garden using existing soil(which has old roots and weeds). Remove the posts as in the pic. Put gravel on top after completion. Whats the best way to layer the levelled surface? Sand on top and then membrane and gravel? or directly membrane and gravel?

Am i mad of thinking to use old soil? any other tools to use like a rotovator
