Dead Savin Junipers, can be revived?


We've recently purchased a house (outskirts of London), and moved in a few month ago. The whole process took 8-9 months (and the house was unoccupied for a year before that), so I assume these are neglected for last 2 years. Several of the Savin Junipers as the hedge wall (8' tall) seems to have died (recently?) and even the survivors have only one side green. On the street side they're completely dry and breaks off when touched. Are these beyond revival? Also they're required for visual privacy (busy pedestrian traffic) so chopping them down and starting from scratch isn't a good alternative. Thanks for any advice!
