They are between my black fence and my neighbors retaining wall. My fence was previously right up against the retaining wall until my neighbor said I was on their property so we moved it back a few feet.
From you comment about moving the fence in because it was on the neighbor’s property, the leaves are on his/her property and his/her issue.
If you want to remove them anyway, I would use a leaf blower and point it above the leaves toward the retaining wall. The blower will force the leaves through the fence and back into your yard for removal.
