My wife wants to plant a flower garden around this tree. Mainly tulip bulbs now and then annuals in the spring. The soil is not very good, so I’d want to add some compost. Can I build up the ground around the tree a bit? Or, if I dig down, how to I avoid damaging the roots?

It’s an ash tree so it’s gonna die unless you get it treated sadly.
