Excellent Summary. We have been bringing these issues to our local councils for many years during their comprehensive plan reviews. Unfortunately, decision makers have been lobbied hard not to allow uga expansion for our city. Only in the last year or so have enough voters made housing affordability important enough for politicians to make some attempts to remedy this. So a fifth "Cost Center" is in educating local politicians.
