Gary Pilarchik: MFG 2016: How to Seed Start Tomatoes & Vegetables in Trays Without Grow-Lights: Prevent Legginess

You can grow transplants without grow-lights if you simply take the plants in and out during the day. It sounds simple but if you let them stay warm at night indoors, the roots do well, the plant does well and they wont be leggy… if you move them in and out of the sun. It can be 45 degrees out and in the full sun, they will be fine.
