This is one way to prepare your beds for the winter. You do the work now and come spring it is ready for planting. I prepare a lot of my vegetable garden beds this way. I turn the soil, add organic matter and cover it in plastic. This stops weeds from growing and gives worms and microbes organic matter to break down over the late fall and winter.
