How would you go about propagating this fig tree? It was cut back early spring and it has runners coming out of the bottom with stems. I was wondering if I could cut off a runner and propagate that piece? Water or soil?

You can take the offsprings which are coming out from the earth together with some root, but I would wait a year before I take them.
Also as a side note, I have never seen fig cut as a tree but more as a bush
