I'm trying to save a neon pothos, this is all I managed to save from the plant. I do believe I removed all the root rot from these cuttings. I've never dealt with root rot before and my question is should I wait to propagate these in water to avoid the root rot from coming back?

No you should clean them with hydrogen peroxide and then plop on water by a sunny window clear jar
