Grabbed a sprouting onion from the free (half moldy) produce at the food bank to try and grow some onions out of it, not sure if this is the right sub but does anyone know if I should plant them like this or keep cutting and separate each of the green shoots?

If you look down past the green parts, they come together. Each group will grow one new onion.
Each bulb is it’s own plant.
You can break off bulblets (little ones on the outside) to propagate
