I have no idea what that is, but it certainly should not be showing white new growth and they are not flowers. The tips look like the beginning of powdery mildew.
The soil mix is good, but it is over-potted, which may be the problem. Mine are in 1.5″ deep pots for 3 years, jammed together and in the same gritty mix as yours.

What’s the sunlight like? They look sun stressed or bleached. If it’s a new environment for them it may be adjusting to the light conditions
Could that be extreme sunburn? Doesn’t look like scale or mealys or anything that usually leaves white junk on plants
