Planes can’t fly over Disneyland not because of safety reasons for “big crowds” but because Disney is so rich and powerful they were able to purchase the airspace above their theme park.
If what you said was true then why aren’t any other amusement parks like universal studios or six flags have no fly zones? Like anything else, it comes down to $$
