As someone that takes great pride in his work it hurts my heart seeing how everything is “installed”. Not even mentioning the potential hazards of all those loose cables and connections. Did you ever considered getting a proper fire inspection?

First step would be to confirm that all of those old phone lines are still in use. If not, cut them down to clean up the space a bit.

First thing you need to do is fix that downspout asap. That black pipe looks to be where it is supposed to drain. That should be a quick easy fix that will save you tens of thousands of dollars in foundation repair.
