Not yet. It should be at least a third the size of the mommy plant before separating. Personally I’d just leave it alone. Looks like an ionatha rubra, which if left alone will eventually become a really nice clump of plants. I’d recommend removing all of those dead leaves.

Congratulations on the new pup. Google search says “Simply separate them, water, and find a new place for the pups to grow into full sized air plants.”
Hopefully a veteran Air plant care taker can tell you when the best time to do this is.
